I obviously don't know much about product manufacturer or product build standards, but how can this be called double insulated?

The brown and blue are clearly single insulated. It does come with one of those horrible terminal blocks with the shroud to double insulate the SINGLE supply cable. (God I hate those!)

Yeah, it's a funny one.

I assume that in the Double Insulated standards the fibreglass heat resistant sleeving does not count....

Although shrouding the switch and connection block in plastic to isolate it from the metal case of the fitting must.
