    Hi, can you please assist with my query regarding council taxes (noticed you replied to a similar topic before)

    I have built a house over a period of circa 7 years. Its still remains incomplete. Everthing has been done other than gas connection, water termination, no cooker, no space heating thus no boiler, no driveway, no landscaping/ incomplete external works. The only services are elec supply and foul drains. I have no final completion certificate from building control and no commissioning certificates either therefore inhabitable.

    Am I exempt from paying council tax? I've been doing so since 4 years and it totals thousands!!!

    I would appreciate any advice.

    I saw from a post of yours mid-way through last year that you knew quite a bit about earth wires for metal light fixtures and wonder if you can help me. I have a new metal light to instal in a ceiling. The wiring is conventional in the house (neutral black, switched live red, and earth green/yellow), The light fixture - because it is metal - has both a stand-alone earth wire from a ring on the pendant and also an earth wire in the fixture's flex together with the neutral (blue) and live switch (brown) wires. My question is - to what do I attach both of these two earth wires - the free-standing one attached to the pendant and the one in the flex? I thought I should connect the earth wire in the flex to the earth wires coming from the ceiling but what about the free-standing earth wire attached to the pendant? Would appreciate your advice.
