This came off of an internal wall of a Victorian house - what is this? Is it lime plaster?

Hello Just took to off some lining paper from a ground floor exterior wall. It came off very easy which I assume is damp? Also the plaster behind is it lime plaster? Many thanks

Anyone know what could causing the dip in this old roof? Is this anything to be worried about? We are currently looking to buy this property but not yet at survey stage. Could this been undersized rafters sagging? If so what rough cost would this to replace rafters? Thanks in advanced
