Thank you so much for all your help, I think we have integrity only, so we'll have to change the glass and have insulation as well. I'll still ask for the document/ clause in writing

Thanks for your prompt replies! It seems it would not pass the health and safety new regs,which seems to have toughened since Greenfell. The 1.1 meter rule is a newish rule. Yes, it s a staircase on the other side. I don t know if these building regulations are national or not. We are in London.
