In a small bedroom the Northwest corner has white powdery plaster under flaking what appears to be vinyl emulsion with another unknown paint layer underneath. The house is mid 50's build with cavity wall and insulation, old pictures show a vine all over the house!
At least part of the room has been skimmed in pink plaster, the original underneath is a grainy white plaster very thin over rendering.
I have tried stripping more of the vinyl but it is stuck very well to whatever is underneath and I would normally just flatten and sugar soap prior to new matt emulsion. Do I need to do anything with the bare powdery area other than dry brushing and mist coat ?

OK so for answers see thread below right! "alkali resisting primer" however that stuff is £100 for a tin from B&Q and I am not spending that much....
I will just find another solution, maybe some vinegar (acid) to neutralize the Ph unless a better solution (pun) is posted.
