pigs ear

I'm going to fix up a pigs ear handrail tomorrow morning - screws and rawplugs into stone. I'm not sure how high up the profile I should put the screws. I'm guessing about half way up the the flat face? Also screws and plugs in horizontal, or a slight downward angle? Thank you for your...
