Apparently this is the amount that the state (us mugs) pay to alcoholics, to help fund their addiction. That is in addition to their state benefits and whatever else they can scrounge from passers-by and other drinkers. If I do enough research and hit the sunbed, I could probably find enough scams, illnesses and grants to fund early retirement.

Friend of the wife. Her soon to be ex-hubby is a registered alcoholic.

Well - there's a limit to the amount of time I can devote to such things, and I'm afraid the details of the Albanian social security and medical care systems fall below the threshold of what I can cope with, so I'll leave you to discuss the issues with the relevant authorities.

OK. Removing foot from mouth time. Apparently the info regarding the £15.00 a day is wrong, (source AA). However I had no reason to doubt the validity of the information as the person concerned is pretty sound. I can only guess that hubby has provided this info for his own ulterior motives. A lesson learned.
