I'm being lazy and I'm in the lounge with my broken ankle up....
But I have the 14th Edition next to me....G3.
If no one else posts and I find my 17th (I don't have the 18th), I'll post the reg in that.

Looked in 17th, found nothing.
It’s was in the 16th in
Chapter 7. Special locations.
This section was completely re-hashed in the 17th so maybe it isn’t a reg from that point.
Maybe someone with the digital version of the regs can do a search on “1.8”
I’m out, as they say.
Searches of digital versions of 17th (DPC of Amd3) and 18th ('original') for "1.8" find no reference to the issue in question.
For reasons that I don't understand (perhaps something is 'going wrong'?), in the case of the 18th there are countless hits on "1.8" when it is part of a regulation number (or, in some cases, a Zs for de-rating factor etc. figure), but there is relatively little of that in my search of (the DPC of) Amd3 of 17th.

I can't find any mention of discharge lighting and the 1.8 factor in my 16th and I've pretty much flicked through all of it.
The only thing I can find is a general power factor calculation. It's the same in the 16th and the 17th.
But what I have found is in my OSGs of my red 16th (again the first one to bear BS 7671) and the OSG of the green 17th Edition.
But of course, it's the OSG and not in the regs!
