1 rad cold

Hi

I have 1 rad cold and the others are hot - I have turned off all the rad via TRV and the heating off - Then turned on the cold rad and turned the heating on ..... 30 mins later and the rad and the feed pipe are still cold ( I have also tapped the valve pin )

Has it ever worked properly?
If so, did the fault start all at once, or gradually?
Is the faulty rad on the same level as the others?
Does it share the feed with rads further down?
