1930s bay lintel - can’t drill into it

I’m trying to drill into a 1930s supporting beam (see attached pics) in order to attach a curtain rod. But the drill won’t go further than a few mm, not far enough to insert enough of a rawlplug. Have I hit impenetrable concrete? I assumed if it was metal it would be an I beam so in the middle would be ok. Im at a loss whats going on and how to attach the curtain rod. Cant anyone help? Thanks!

Rotary hammer drills will not drill in to concrete. SDS drills fire the drill bit forward.

If you are able to borrow a sds drill, be advised that if using standard SDS bit, it you hit a reinforcing it may shear the head off. I use the 4 flute SDS bits, they will survive hitting a reinforcing bar.
 
Is it a 1930's flat? Or a small house? I wouldn't usually expect a reinforced concrete beam in a house of that age, unless it was a modernist design by Corbusier or someone, with big windows.

Some photos of the outside of the building will give clues of its style.

What sort of drill are you using, and what colour is the dust on the tip?
