I'd say yes.
In my house, a bit older than yours, the 'old' kitchen was concrete and rest suspended wood.
I will say though, back when they did the concreting, there was no insulation or damp membrane.
I had some damp patches, so ripped it all up and replaced with suspended floor and added some air vents.
Have no damp issues now.
The void under suspended timber floors should be cross ventilated. If it was being done as a new concrete floor to the kitchen you would provide air bricks and ducts through the floor to maintain ventilation to the timber floor. As an existing old house it could be anything but you will be able to see any air bricks .
