2 New rads not very warm

Hello, Ive just fitted 2 new double rads at home.They both have new thermostat valves and fittings. They run off a combi and all other rads are fine. They are downstairs and i have 2 pipes that dropdown from the ceiling into one room , feed 1 rad then through wall to next rad.
They are getting warm at the top but not at the bottom.The flow and return are correct and the valves appear to be on the right way round for the flow.Ive bled them a couple of times and no air in the system.
Ive turned all thermostats up to full (boiler and room stat + on rads)
Running out of ideas , any clues please ?

turn all the othe rad of and see if they work then, failing that read the faq's about balancing
