Does the 2 port valve that's fitted on the central heating flow to an unvented cylinder coil. Have added a added safety device on to over a standard 2 port valve? To stop over heating? Thanks
If I read your post correctly, as it seems a little confusing, on an S plan there is one 2 port for the central heating and another for the HW cylinder.
You can, if you want to, add a 2nd 2 port linked through the high limit stat on the cylinder but it's really not needed as the standard 2 port is wired through the cylinder stats anyway. The extra 2 port is usually added as part of a Y plan.
At any point that power is interrupted to the valve, the return spring pulls the valve back to the closed position. These are the normal power open/spring return actuators found in 2 port valves.

Need more information on what you're trying to achieve. To be pedantic, the central heating flow doesn't go to the cylinder. The flow from the boiler goes to the rads for CH or the cylinder coil for HW. What other kit do have? Is it a gravity HW, pumped CH system, or what?
