2 port valve stuck shut..

l need to drain down to change both my 2 port valves and one is stuck shut, both valve levers are sloppy and will not open or stop in the open position so how can l drain down the system with a valve in the closed position..

You could try plugging the cold feed and vent pipes to create a vacuum. Or remove the actuator and try freeing it off if you haven't already tried.
 
I suspect you have Honeywell valves are they silver heads ? if so isolate the power remove the cover and take off the actuator (silver motor) will only be attached by either 1 or 2 small screws then you should be able to manually open the valve, if you have another make as previous poster suggested you should be able to remove the complete actuator head
