The accelerator cable, could be sticking, as soon as you take your foot off the car should slow down smoothly.
Get it seen to, before you rear end something, and cause damage.

BTW
bottom left hand corner, of screen, small box with the words spell check?

Sounds like the MAF sensor needs to be cleaned.? Check for error codes, clean any already stored there, after reading.

WD40, unsure if this uses hotwire for cold start, so be careful not to break these.

I also believe that the Escort of this era had fly-by-wire, or some notch on system, so the pedal assembly could be at fault.

Check ECU faults, and clean MAF sensor. Reset battery. Maintain radio/remote codes.

2000 Focus is fly-by-wire not cable-operated on the accelerator so it's not a sticky cable.

Does it do it at 30 in every gear or just one? You can get a Focus to do 30 in 2nd upwards (if it's a diesel), finding this out may help

with respect, it could be your driving. if you try and drive economical and very low revs, you may infact be driving it badly and the engine needs more revs. if your revs are say 500rpm, when you depress the clutch, the engine increases revs to bring up to idle and the car launches forward 'driving itself'

I very much doubt its the owners driving and more of an electrical problem

Sounds very much like it is the 'idle air control valve' or 'throttle position sensor'. Google them to find where they are on the Focus and give them a good clean.

If you decide to clean the MAF...DO NOT use WD40!, it will make it worse and they are not cheap to replace.
