22mm heating pipes through steel beam

I have two 22mm plastic heating pipes that are running through a steel beam through two separate holes should these pipes be sleeved at all?

might sound stupid but what should they be sleeved with?

They are 30mm holes the pipes are passing through

How about some polypropylene tape/webbing?
This would be fairly low friction to allow for pipe expansion/contraction and its softening point is 130C, so ok for CH pipes.
