Are you talking specifically about 3C+E (in which case I would probably agree with you) ?
1.5 mm² T+E certainly has good/valid purposes in a domestic property (fused spurs/branches from ring/radial final circuits, 16A circuits {e.g. immersions}, many 20A radials etc.) - in which cases it is cheaper and uses less copper resources than does 2.5 mm².
I certainly agree that 1.5 mm² cable on 5A/6A lighting circuits has never made any sense, and I really don't understand why/how it ever became fashionable!
