3 port valve motor scalding hot

I've just observed that after no call for HW and CH for hours and with all the attached pipework now cooled down, the motor in the 3 port valve is scalding hot. Plainly it's being energised but I'd have thought it shouldn't be under these circumstances. Is my reasoning correct or is right that it is energised (and will presumably will remain so)?

What position is it in? Is it just the valve that’s hot?
 
They do get very hot when trying to hold a stalled position against the return spring, they hold a stalled position on a reduced power to the motor. The heat is why they tend to be less reliable than the MOMO type of valve. That doesn't explain why your motor is hot, because with no call for any heating, then the motor should be completely unpowered.
