A question on shutting of water to change a mixer tap

I need to change a mixer tap but can't find the mains water valve. Will turning the two valves? in the picture with a flat head screwdriver shut of hot and cold water to enable me to change tap?

Try asking your neighbours where their stop cock is?
 
You should find the main stopcock while things are OK, its no good looking for it when water is coming out somewhere due to a future leak or problem!

Those valves will shut off though yes, you just turn them 90 degrees so the slot is across the pipe run.
