Access to toilet cistern

Hi

Our toilet cistern is behind a couple of panels that cannot work out how to get off. The water is running constantly so need to get into the cistern but cannot work out how.

We have a dual push button and tried unscrewing it without any success.

Any suggestions?

Something like this:-

on the top panel should pull it off. It is constantly running because

a) the fill valve is constantly running

or

b) the flush mechanism isn't sealing properly and letting water down into the pan

The water stops running when lift up the ball valve, any advice gratefully received.

You just need to replace or repair the ball valve. Personally I always go for replacement but not sure how easy the access is for you. You should be able to remove the bottom panel if necessary, usually by pulling upwards.
