Additional Roofspace vol measured externally or internally?

As per the title really, under PD is the additional roofspace volume created by a dormer for instance measured externally or internally? I always understood it to be internal however the calculator doodar on the Planning Portal states external dims are to be used: http://www.planningportal.gov.uk/planning/usefultools/volume
