I am wondering if it is possible to run a spur from the ring main for a single socket and a switch to supply power to an extractor fan above a hob in the kitchen. As the power would only be the same as running a double socket on the spur it will not be to much load will it ?

The load is entirely dependant upon the power rating of the fan. Since the spur socket will presumably be a 13 amp socket, the maximum load on the spur will not exceed 13 amps. The load on the ring main depends on all the loads imposed on the rest of the ring. Ring mains are fused at 32 amps, but because they have double cabling ie the ring, then the maximum load imposed on the ring wiring will be 16 amps, which is well below the rating of the cable.
 
Put in a double socket and a fused switch outlet with neon for fan. I find it easier to use convenient switch than stretch up to switch light and fan on.
Unlikely whatever you plug in sockets would exceed cable capacity so avoid those restrictive singles!
