Advice on internal/external building work

We have an old coal room which is part of the house structure, but only accessible from the garden. We plan to brick up the door from the garden and add a window, then knock through an entrance through the kitchen (non supporting) wall into the coal room. The plan is to have its a utility room off the kitchen.

This is my first home, can anyone advise whether i require building reg/planning perm for such work?

You would need building regs approval unless there is an external door between the outhouse and main house
 
Other than the external door we want to brick up from garden into out house, a further external door is already available from the garden to kitchen.

Putting it another way ...... unless you separate the coal house from the main house with an external grade door, then you will be integrating the space created into the main house and it will be treated as an extension and require building control approval
