Advice please on this lino stuff stuck on the window

Hi all,

I need some advice on this lino stuff stuck on my front window by the previous owner, it's on there i presume as she had a dog and so it cant see out as its across the bottom half of it, I have tried moving it but i cannot get it off, i have used soap and water, scrapper and a heat gun but subsequently cracked the window.

If anyone has any ideas i would be greatful.
