I have an oak mantle-shelf over a cottage open fire.
It is fairly new wood and looks a little bland. Can any-one recommend
a DIY method of getting an adzed finish to this please, preferably without having to remove it !

yottie - use an adze. Axminster do them:

'Henry Taylor' hand adze with 10" handle, gouge blade @ £41
ditto, straight blade @ £31

flat or hollow carpenter's adzes £30 - £40 (both bigger than the Henry Taylors.

I reckon you should use the HT gouge blade above as you'll be doing it in situ.

An alternative would be to use a wide gouge chisel & mallet but the results might look more contrived.

i once had to adze a 9" x 9" oak beam using a full length adze.

once i git the hang of it, the task was quite relaxing and rather rewarding.

you do need a sharp fella though. ;)

I understand you have to watch your toes ! Wonder if that's how Fred Astaire started !

yottie - unless your middle name is Spider Man your toes should be safe on the ground as the mantle will be in situ.
