DNO recently replaced meter, tails, isolator, backboard etc but didn't reconnect main earth and when challenged said, they were not responsible to re-connect the main earth, but left the installation energized in a occupied premises. 2 separate buildings on a industrial park.

I'd argue that they have made an installation dangerous by energizing it in an unsafe condition, made unsafe by their action and illegal under the Electricity at Work Regulations for one.
They have also ommited some of the labelling.

I see no main earth for the first one ( relying on the trunking were we? ) so how can they connect what is not there?
and the second one the isolator is clearly still off..
