Silver and silver-plated articles are often stored in rolls or bags of material which is impregnated to prevent tarnish. The tarnish is usually caused by sulphur compounds in the air , usually sulphur dioxide. These bags and rolls are usually sold by silver retailers at inflated prices.
I recall reading in some old housekeeping textbook that cotton cloth can be prepared with household chemicals as a home/DIY treatment, but I have not been able to find it again. The cloth is not black, so it won't be activated charcoal.
