Any easy suggestions to reconnect my radiator

My plumber seems to have gone AWOL after fitting a toilet, basin and wall mounting a new radiator.

Thing is he hasn't completed it (see pictures). Is there an easy way for a DIY enthusiast but no expert to reconnect it?

I am afraid the pipework needs to be amended ,and that requires the heating system to be drained first.
Engage another plumber if it's beyond your own abilities.
