Any ideas what this roof membrane is ?

Hi I've read the threads on condensation so will look into that more now but I wanted to know what this plastic type roof membrane is? House is 30's semi do you think this is breathable? Looks like just plastic to me. Spoke to a builder mate would said just cut holes in this to get the moist air out as it doesn't do anything. Assume it must do something ?!

It does do something it's designed to collect any condensation or drips on the underside of the tiles and take them to the gutter.
It should be draped slightly to allow water to run down.
You really need to seal the ceiling better and also add lap vents or eaves ventilation where possible

That stuff came out in the mid 80s and was quickly dumped due to condensation issues.
Lap vents are the easiest thing to do.
