Adding RCDs would typically involve a new consumer unit.
Rewiring not required unless the cables are damaged or are ancient rubber insulated affairs.
However you should also consider whether the existing sockets / switches / lights and other items are adequate in terms of quantities and locations - in plenty of older properties they are not. Adding more would involve some disruption and damage to decorations.
It would seem most would be covered by a new consumer unit, as to if the work needs doing can be debated to many pages, personally I did change my fuse box for a modern consumer unit.
Smoke alarms are beyond his remit.
I agree with @flameport and @Murdochcat but you can't really put too much into a report not done for you. Normally the inspector will explain his report.
