It's a burglar alarm speaker.
DETECTALL is probably the name of the company who installed it.

yes it is a speaker, and its also an old one too
Yes there is an Alarm. We do arm it but I’ve never tested it so I guess that’s what it’s for. I didn’t think of that because on the alarm in our old house the speaker was internal to the alarm panel.
