Appreciated Suggestions: DIY CCTV Outdoor

Dear All,

Just found this forum and read a couple of threads on DIY CCTV Outdoor systems but both were outdated so I thought I'd open a new thread to get some recent feedback.

I am looking for suggestions on a DIY CCTV Kit. I live in Malta, in a very windy location with a lot of humidity. Temperatures are mild in winter but can hit 40 degrees celsius in Summer.

My specs are:

1) 1 or 2 Outdoor IP66 Cameras with good quality (1300TVL?) and a decent nightvision.
2) 4 Channel DVR
3) Wired system
4) Optional: Ability to stream cameras output onto an Android phone.
5) Budget: 300 Sterlings

Would appreciate suggestions from your end.

Should be able to get a Hikvision turbo 4 way dvr 2mp recording 2 cameras and a 2tb harddrive for that price
