21mm is 1"par 30 could be 95mm which is 4" planed with 2 circsaw passes 2.2mm blade gives you 30+2.2+30+2.2+30=94.4

and indeed iff its closer to 29.5 that would be table saw and 1/8" 3.2mm blade and 94.9mm total
is it square face?? then par timber [planed all round ]
now not a stock size so needs to be reduced now iff you use ex 69 you will get 2x21x30mm with a sawn edge on one edge or iff 3 from 95 the middle bit will have 2 rough edges
now a wood yard should do this for you probably no extra charge but you pay for the stock timber they use for example you need say 2x2m lengths and the nearest they have is2.4m[no 2.1in stock] then you will pay for 2.4mx ex 1x3" par
if there is any moulding on the face [i couldnt see any]then it could be architrave or skirting reduced in width
