What sort of foundation / base is it? (In the photo of job being built by winter Sun)?

I just wondered as theres no obvious inner skin for the blockwork to go on.

I have no idea about the foundation but it definitely block on the inside with those cavity batts.

It's a new build and the post was supposed to be gone by now, I think they are renting the garden space off him.

And finally, the garden has been designed to aid surface water run off
