Are the police eligible for bonuses?

If I read this correctly, police chiefs have the opportunity to earn a bonus? presumable for doing exceptional work?

It strikes me that any police officer that needs a cash bonus to do his job to the best of his ability shouldn't be on the job, full stop.

probably depends on how many people they shoot? at least i think so going by recent years.
