Are these MK switches identical?

I've been asked to buy a substantial amount of electrical switches for a house in Africa that they use same things as here in the UK.
I was asked for 20 water heater switches.

Are these two switches identical and why such a price difference just because it says Water Heater!!?

Also do you recommend neon lights or not as my experience in extension plug switches is that neon lights go after 6-7 years.

1) yes

2) the engraved ones are slower selling stock. They have to hold, or order, switches engraved for numerous lettering, all separately and in small numbers

4) MK is a good brand, but is sold at a somewhat inflated price.

5) illuminated switches mostly have an LED now which have a very much longer life.
 
Bear in mind, it appears both switches do NOT have a flex outlet facility (according to the spec) which may make life difficult, depending on what you are intending to do with them.
