Are these poles OK?

Ordered these poles for my puppy pen

Am I being fussy in expecting them to arrive with a clean black finish like in the photos?
Will the rust be an issue if puppy tries chewing on them?

If the black painted ones are the same price as the oxidised ones, I'd insist on getting what you paid for.
And as they are made from steel, the puppy will only try to chew them once.

That wasn't a clean black coating at all, that was the natural colour the steel rod stock has when unweathered, i. e. it is steel colour, and if you look at the bottom right of this photo (taken from the Amazon page) some surface rust is clearly visible on the rightmost pin:

From the Amazon page, "Please be aware that these like most other steel fencing pins are uncoated and will rust when exposed to the elements. Some pins may arrive with rust markings - This will not effect the strength and longevity of the pins ". I therefore think you have got what you ordered. Provided that the rust is only on the surface, not pitted, you can either clean them up with some steel wool (or a Brillo pad) or sandpaper, or you can send them back. Whatever else, if left outside, unprotected, steel pins like these will rust again quite quickly

No, was me missing something! I didn't realise they'd get rusty. Will live with it.

Plan A is making a puppy pen just outside the kitchen and lounge with these, but when he's bigger I'll use these to make the hedge at the back more secure, so won't be seen then anywife.

My wife has a fear of rust though, and I think will worry they will poison the puppy!
 
LOL, well yeah, that is a worry!
 
Job done. And 2ndary defences in place too.
A few years ago I had spikes put on the TV aerial to stop pigeons crapping all over my lawn, now I am actively encouraging a dog to do so.
