Are these push fittings and if so how do I remove them?

Solvent welded fittings and pipe ,no idea why that black thing is there,it looks like a seal which wouldn't be required.
Have you pulled the vertical pipe out of the fitting and put that seal on the pipe for some reason ?

2 questions -
1. that section circled, what is that for? There shouldn't really be any kind of waste pipe setup that looks like that, unless it's part of the pipe run in front of it and it's been made into a type of makeshift U bend?
2. the section that's the topic of the post, that is now apart ... how did that actually come apart, it should be glued and would need cut.
