Can an artex expert identify the pattern in the photo and tell me me what I implement I use to create the pattern please?

I would say so.
Are you patching it up or are you doing another room similar?
I've used many things from scrunched up bin liners to flip flops. But if you're just trying to patch then I think you could do that with a brush. It doesn't have to be that wide.

Yes, its a patch repair. I can get some board, apply some mix to it and try different patterns till I get it somewhere near.

That's 2 names for that pattern.

Ways to make that pattern are..
Bag over a stipple pad.
I myself bought a pad with rubber fixed over from a company to side about.
Also seen a mop rolled between palms flicking about.
There are a few ways to make that pattern and mix is not thick.
Small patches I sometimes used a roller but it's the most varied pattern there is. Never been able to match it.
