Asbestos?

I am trying to eliminate draughts and have found that there is a lot of cold air coming from the cupboard under the stairs.

I was having a look to see what gaps I can block up and it seems that the underneath of the stairs has been covered with a thin sheet material that looks suspiciously like asbestos.

Would you agree that this is asbestos? and is it advisable to remove it or can I just cover it up with something like plasterboard to reduce the draughts?

It looks like fibrous cement. Paint it and cover it up.

Forgive my ignorance but why do I need to paint it if I am going to cover it with plasterboard?
