How so? Domestic cables in non-domestic installations is ****e and improper.

I wonder if you could provide a link the the document which indicates the demarcation between domestic and non domestic installations, the distinction between proper and improper and the appropriate cables and installation methods for each.

He’s in Eire and they have slightly different regs to the UK

Well there seems to be a lot of confusion on this point and having just spent 3 days in Belfast I've come home even more confused about the area.

Apart from that the Irish regs do have some differences but as far as I can make out from my limited experience of working with Irish electricians; the basics are relatively similar to English in both North and South.

I would find difficulty in finding such demarcation in anything other than an individual's mindset. Not that I am totally against such a mindset being an installer's "rule of thumb" - a rule of thumb can often be a good starting point in many situations, but only a starting point though, not a finality or an absolute.
The cables must be good enough for the job in hand and throughout its lifetime and better still if we consider likely changes too.
But a cable is a cable and must be suitable for its application in its environment.
As a an easy example, you might find that a T&E cable (Twin and Earth or Three core and Earth or Triple and Earth) clipped out of normal reach in a purely domestic situation is totally acceptable .
However, that same cable in a garage or a building site or a plumbing/joinery shop or a retail with highly stacked shelves might not be suitable unless adequate additional mechanical protection is added or the cable is armoured.
It may or may not be aesthetically pleasing but that is a different issue.
