Back boiler

I had a back boiler removed and new combi boiler installed.
Is this pipe work from the header/immersion tank? If so can I remove this pipe work?
I’m converting the garage into a small office.

Looks like waste water pipe to me, its there a bathroom or shower above? Don't think it's anything to do with a back boiler or header or hot water tank.
