I live in a flat in a converted building. I live in the roof (3rd floor) and have an existing dormer overlooking a great view of a river and I previously had planning permission to extend it but let it lapse. I now have put in a pre application to extend it and put balcony on. Planners said they would oppose balcony as we over look other back gardens (despite these houses all having balconies overlooking us) they said I could have a Juliet balcony. I talked to an architect who said that as long as you cant sit outside it is a Juliet balcony, is this so I suppose my question is what is the maximum width planners would be likely to allow and consider not full balcony

My understanding is that a Juliet balcony is a rail around a raised platform open to the air that has no part outside the described envelope of the building.. In your likely case you install patio doors to your outside wall, a metal railing ti stop you falling out and the raised platform is provided by your lounge floor, for example. Hence it is not the width of the opening that is the issue, its whether any part of the construction would allow you to stand outside the building envelope. Post a plan
 
haven't got too drawings yet but yes it would be lounge and would put sliding doors on building wall, architect suggests planners would allow a balcony outside this as long as not able to sit on it, which would give me sliding windows and a small platform outside front wall, does this seem likely as I overlook back gardens
