Hi there, I know that mains-fed storage tanks should be fitted with a high pressure ball valve, but does this still apply even when the mains pressure is extremely low and the tank is three stories up? The tank fills up so painfully slowly. Would installing a low pressure (ie larger bore) valve help or hinder? Many thanks.

You have verified that your valve is in good condition? Look out for any service valves, especially ball o fix type which obstruct flow. Some people turn down valves to reduce noise instead of correcting a fault.
You might also consider a 3/4" valve instead of your existing 1/2" one. It has double the flow and will run quieter.
