Basement living area

Hello,
I would be grateful for any info on the following, regarding a potential house purchase.

The house has an existing large basement (actually more like a lower ground floor as csn be accessed from the outside). The current owners have done a lovely job in converting half the area into what can only really be described as a self contained flat (own entrance separate to main house, own boiler, kitchen, bathroom, bedroom).

Now I believe that planning isn't always needed to carry out work in the basement, but would the extent and essentially independent unit aspect of this work mean that it would?

I'm very grateful for any information.

If its somewhere for you to go to for a few days after an argument with your other half, then that's fine. If it's for Constantin and six of his mates to live in between dodgy work and petty crime, then that's not fine with planning or building control, or the council generally.
 
Actually, a little more specific, like actual local authority, wouldbe more helpful - although the OP appears to have fallen asleep.
 
No. For instance, it's almost impossible to construct a basement under PD in London now - even when the basement is entirely constrained within the footprint of the house.

This is in England. The footprint of the basement was already in existence, it's just been really done up as per the original use to an extent that it could be looked at as an independent dwelling.

If the intention is that it isn't used as such, and just used for visiting friends and family, does that negate the need for planning.

He's buying the house with a basement, not building a basement.

PD is not relevant. The rules on using room as a separate living accommodation not ancillary to the main house are, and they are national.
