Bathroom ceiling nightmare

Hello All,

Having a nightmare with a bathroom ceiling. Ceiling shown in photos below was boarded and skimmed last year. Plaster was completely dry, given 2 x mist coat and then 2 coats of Zinnser Permawhite. 6 months later, its looks below.

Never had problems like this before, any ideas what has gone wrong? Any alternative products I could use for the mist coat or top coat? Don't want to have to do this a third time so any help would me much appreciated.

Given the plaster looks bare was the most cost too thick so sat on the plaster rather than soaking in? Or it’s the plaster highly polished/smooth?
