Bathroom cold water basin tap whistles

Hi All,
Thanks in advance for any help you can give me please.
The bathroom cold water basin tap give a high pitch whistle mainly in the morning and it is not even being used and it is still in the closed position, no leaks ?
When it happens I open and close the tap and it stops ?
Is there please a easy way of fixing this, just started happening - is it to do with pressure or do i need to undo tap and change washer or put grease on thread maybe, would wd40 help ?

Replace the tap.

You need to fit a new tap washer. You might as a temporary fix be able to refit the present one upside down. If it makes a noise when off, it must be passing some water.

Harry. my guess is it is a quarter turn tap.

Check any other taps that could be dripping.

I replaced a tap yesterday that sounded like a bag of bag pipes. I even took a video just to show people.
