With a new build, [clean sheet] would it be best to tile first and fit WC etc on top rather than tile round fittings later

Yes, same with basin pedestal if you have one. Ditto walls.

I agree with Jason.

One thing, however, you should be prepared for is the fact that tiles laid by hand aren't always going to be perfectly horizontal and flush with one another. Sometimes the tiling under a toilet won't be perfectly flat, and the result will be that the toilet rocks a bit. To overcome this problem, it's common to just jam a shim under the toilet bowl prevent the bowl from rocking. So, if upon close inspection you see a penny or small coin stuck under the toilet bowl, that's why it's there.
