If the blacks/blues are neutrals they need to connect into a piece of terminal block - they don't connect to the switch.
Earths go together and to the earth terminal
One Live to C, the other to either L1 or L2.

it really is a 2-way switch, with one cable providing the permanent live and the other one being a strapper between L1 & L2 in the two switches.
Or...
one cable is a normal switch drop and the other carries permanent and switched live off somewhere for a fan.
You can't really be sure enough to know that your advice is right.
Bluejim - what sort of switch was there before, and where was each conductor before, and is there 2-way switching, and does the switch work anything else, and why didn't you make a note of how the old switch was wired?
