bathroom rad vs. heated towel rail

I've been told that while heated towel rails can get very hot to the touch, they are poor radiators of heat, and so shouldn't really be regarded as a substitute for a radiator. My bathroom is 2 x 2 x 3m, and I had intended fitting a heated towel rail, with an output in the region of 2000btu/500 watts, similar to the rad that's coming out. But now I'm wondering that even if I go up in wattage I could be end up disappointed. I would be interested to hear people's views and experiences.

Don't forget to allow for the fact that the towel rail will more than likely covered in towels as well, therefore keeping the heat from the room.
